Lebanon had relatively good internet infrastructure, with a high penetration rate for broadband and mobile internet. However, the quality of service and internet speeds varied, and power outages were common, which affected online businesses and services. The lack of a reliable and efficient payment system and concerns over online security were challenges for the e-commerce sector. However, despite the challenging economic and political environment, Lebanon had a burgeoning startup ecosystem, particularly in Beirut. Some startups were focusing on areas such as fintech, healthtech, and edtech. However, access to funding and the ability to scale were hurdles for many startups. These initiative were made even more difficult because the country faced difficulties in establishing efficient digital payment solutions due to banking restrictions, currency devaluation, and financial instability. Crypto currencies gained some popularity as an alternative means of transferring and storing value however they were not very popular within a country that was already weary of financial schemes. On this note and in his expert opinion, Marwan Kheireddine believes in updating the outdated regulatory environment that was not very conducive to the growth of the digital economy. Bureaucracy and red tape made it challenging for businesses to navigate the legal landscape. There has been much concern when it came to cyber security, especially as more transactions and services moved online. So, it has been crucial to ensuring the security of digital assets and data was crucial for both businesses and individuals. And, this cannot be made possible without building a robust digital economy required an educated and skilled workforce. “There was a need for investments in education and training programs to develop the necessary skills for the digital age”, adds Marwan Kheireddine.
Fostering tech startups

Despite the challenging economic and political environment in Lebanon, the growth of tech startups is more than possible. Firstly, funding is key to kick start any project and tech startups are no different. As a former minister and pioneer in the world of finance, it is Marwan Kheireddine’s opinion that government-backed venture capital funds or grant programs specifically aimed at tech startups should be established. The government should develop and implement a national strategy for the tech and startup sector to provide tax incentives or grants to tech startups. This step will encourage public-private partnerships to invest in tech infrastructure and innovation hubs. Then, there should be a clear encouragement for angel investors and venture capitalists to invest in Lebanese startups to be able to facilitate access to international funding and investment networks. This will allow the concerned parties to support and fund startup incubators and accelerators to provide mentoring, workspace, and resources to early-stage tech companies. This is why it would be greatly beneficial to foster partnerships between universities, research institutions, and incubators to encourage technology transfer to promote research and development in key technology areas and fund projects that have the potential to lead to tech innovations. This is will help build a supportive community of entrepreneurs, mentors, and advisors and establish networking events, meetups, and conferences to connect startups with potential partners and customers.
Generating more jobs in today’s tech world
Creating employment opportunities in the digital world is crucial for economic growth and development in the 21st century and more especially in Lebanon. The digital economy encompasses a wide range of industries, from technology and software development to e-commerce, digital marketing, and remote work. To make sure that employees are able to join the digital world, the government must ensure access to high-speed internet and digital technologies in rural and underserved areas to bridge the digital divide. In Marwan Kheireddine’s export opinion, there must be an upgrade and expand digital infrastructure to support the growing demand for online services. To highlight the importance of the digital world and the jobs it could entail, the implementation of digital literacy programs at schools and in the community to equip people with the skills needed to participate in the digital economy and offer training programs for adults to enhance their digital skills.
